The inaugural XL Congress was held on September 4 and 5, 2003
in Montreux, Switzerland. The theme of the Congress, “Thought Leadership for a World at Risk“,
provided a glimpse into the holistic nature of risk.
“Without a doubt, the XL Capital Congress in Montreux was one of the most
stimulating and thought provoking insurance industry conferences of the year.” – Insurance

The Congress raised systemic issues beyond the normal business conception of risk, examining the
roles of poverty, inequality, ecology, mismanagement and foreign policy in making the world a more dangerous
place. Recurring themes that surfaced were the need for true leadership, better institutional structures
and stronger public/private partnerships.

The Congress also highlighted that unless there
is change in the way risk is viewed, corporate governance
will remain a focus while the crisis of global governance
is ignored. True global governance will require an
exceptional level of interaction between global institutions,
our industry and the corporate world at large.
